FTP lets you move files to and from your website with a program such as FileZilla, and is the easiest way to upload a whole site at once. Your main hosting account already works as an FTP login, and you can add extra FTP accounts for a designer or developer so they never need your main password.
To connect with your main account, use these settings in your FTP program:

Your website files are in domains → your-domain → public_html; the public_html shortcut at the top level goes to the same place.
To add an FTP account for someone else, open Account Manager → FTP Management and click Create FTP Account. Enter a username (it becomes username@your-domain), set a password, and choose where the account is allowed to go: Domain gives access to the whole domain folder, User limits it to a folder named after the username inside public_html, and Custom lets you type any folder path. For a web designer, Custom with the path of your public_html folder is usually right. Click Create, then give them the full username including the @your-domain part.
Back on the FTP Management page, the Actions menu next to each account lets you change its password, change its folder or delete it.
